Strengthening Community Security Through Dialogue: Engaging Boda Boda Riders in Kilifi South
YOWPSUD supported a Community Security Dialogue in Kilifi South, bringing together security and justice actors, community members, and boda boda riders from Majengo Kanamai to discuss emerging security concerns, the rise of gender-based violence, and the role of community-based actors in preventing insecurity.
The dialogue provided a platform for open and constructive engagement, particularly around concerns regarding the increasing association of some boda boda riders with insecurity and GBV-related incidents within the community. Participants explored the underlying challenges, including gaps in collaboration between communities and security agencies, allegations of corruption and police harassment, substance use among some riders, and the need to strengthen accountability and public trust.
Discussions also highlighted concerns raised by some boda boda riders regarding interpersonal conflicts and negative attitudes within community interactions. Participants emphasized the importance of addressing these concerns through mutual respect, responsible conduct, and a shared commitment to preventing GBV without excusing violence or undermining the rights and dignity of survivors.
The dialogue further examined how excessive noise from nightclubs and some churches can interfere with community safety, particularly at night. Participants observed that loud noise can make it difficult for residents to hear calls for help, potentially affecting timely responses to incidents of theft and other security threats. Concerns were also raised about the normalization of such disturbances in parts of Mtwapa.
Strengthening Accountability Through Boda Boda Regulation
A key highlight was the contribution of OCS Ndonya, who shared an initiative he has introduced to strengthen the regulation and accountability of boda boda operations.
Under the initiative, riders are required to register through his office. The initiative has also involved mapping recognized boda boda stages across Kilifi South, with plans for each stage to be assigned a distinct colour code to support identification.
The proposed measures are intended to improve the identification of riders and their stages, strengthen accountability, and support security actors in identifying motorcycles potentially linked to criminal activities. The initiative also presents an opportunity to improve cooperation between boda boda operators and law enforcement agencies.
Building Safer and More Inclusive Communities
The dialogue reinforced the importance of collaborative approaches to community security, where residents, boda boda operators, security agencies, and justice actors work together to address insecurity, prevent GBV, and strengthen early warning and response mechanisms.
By creating space for community concerns, institutional perspectives, and practical solutions, YOWPSUD continues to promote inclusive community engagement as a pathway towards safer, more peaceful, and resilient communities.
Peace and security are shared responsibilities. Strengthening trust, accountability, and cooperation between communities and security actors is essential to building a safer Kilifi South.
